They were not locked on at the time of removal, but rather held in place by clips back side. There are dings scuffs scratches on each cap and the areas of most concern shown in close up photos provided. Caps are used and have not been cleaned or polished.
They are all very dirty and in need of a heavy duty cleaning. Daily driver quality caps, far from a new or show item. May clean up to look a little better, but will not be perfect without restoration. They are locking caps, but no hardware is included or available in this listing since the was not on vehicle at time of removal.
While they are fully functional, each cap has its share of cosmetic flaws.
If using on anything nicer than a daily driver, please have the means to completely refurbish restore them. Locking them on is completely optional with this cap because they are primarily held the steel clips. They should also fit earlier and later model's rear wheel drive only as long the vehicle has 15 steel wheels that originally used full covers. These will not fit any 14 wheel.
Ford and mercury model's used a different center, but the same 15 wheel cover. Actual items are shown in photos.

All of the steel retaining clips are in place for a snug fit on wheel. These were recently removed from a 1987 Lincoln town car with 130x miles showing on the odometer.
